AFGE, Local 3937 - Local Membership Meeting 05/13/2026 In-Person/Conference Call Present were: John Pfannenstein, Jackie Walton, Don Schaefer, Alicia Brooks, Melanie Broady, Joyce Byebe -Pocatello, Ed Labenski-Boise, Joseph Otterbine-Bellevue, Jacob Miller-Vancouver, Melissa Miller- Pocatello The meeting was held via Zoom conference call with dial-in information posted to the Members section of our Local website. The meeting was called to order at 5:34pm, chaired by John Pfannenstein, Local President. Agenda:
Jackie reported to the Executive Board today that we have $147,141 in the checking account, and $177,498 in savings. Detailed Treasurer’s information is available on request. Old Business: None. New Business: Melanie – N8NN, the agency and union recently signed a MOU for N8NN support has passed agency head review and is now in effect. Mngmt will notify the union prior to implementing the N8NN support rotation and the executive board will be consulting with each office to assure scheduling equality. The agency agreed to provide refresher training. N8NN work may be considered in performance assessments (PACS) and may be subject to service observation. Melissa - How are offices scheduling the support when someone calls out – every office is different. The TSC does not backfill because of no other work to re-assign, WSU- someone else is pulled to cover. Going to advocate the employee gets to choose shifts, but keeping in mind each office is different. Reports: None Open Floor / Miscellaneous: Joyce – Is Voice Analytics used for Service Observations? –VA not used to trigger observations, but circumstances may trigger – foul language but for general SO it’s not used. TSC Mngmt doesn’t do live calls because the calls could take an hour and they don’t have the time, generally they use recorded calls. An audit in 2018 SO that used VA. New technology since AWS, unless on mute call is recorded. SO are similar to PQR’s. MOU #13 – Incident report the SO will be annotated as such– is in regard to something truly egregious either the employee or the caller and mostly for the TSC. Melanie will review and provide clarification. Survey at the end of the call – what does that do, where does that go? – wasn’t part of the MOU, the TSC it’s a part of the scorecard, N8NN doesn’t have dashboard and the survey is only triggered if the rep hangs up first. Delay in answering/hearing the call – reason because of call recording privacy laws in certain states. Minutes Review: Jackie made a motion that we accept the minutes as written and read; Melanie seconded. Motion passed.
