AFGE, Local 3937 Local Business Meeting January 10, 2018 Seattle Labor Temple, WA Present were: Melanie Broady, Ana Rivers, Laura Novakoski, John Pfannenstein, Ivan Weich, Cassandra Butler and Tammy Peebles. The meeting was called to order at 5:00pm, chaired by Melanie Broady, Local President. Agenda:
Treasurer’s Report: Tammy Peebles was sworn in as our new Treasurer on 9/13/17 and has been catching up on training and preparing our budget. At the next Local Business Meeting she’ll have monthly reports for the time she’s been in office. Our biweekly dues increased this year to $17.35, and we sent appropriate notice to BEST. The increase reflects both the usual COLA increase and the incremental dues increase approved in our last ballot. Old Business: None. New Business: Contract bargaining – the Agency intends to open all Contract articles and all current MOUs to negotiation. AFGE has a team that has been preparing and we responded with notice of additional issues important to our bargaining unit employees that we intend to bargain. Ivan announced that he will be retiring from his position with the Local effective 9/14/18; any employees he’s working with who will be impacted will be notified in case they need to seek other representation. Ana Rivers resigned as our Local President effective 12/22/17 but will continue to serve as primary rep for the Spokane field office and ODAR. This means the other officers move up in rank: Melanie Broady to President, Cassandra Butler to Executive Vice President, and John Pfannenstein to 1st VP. The officers were sworn into their new positions today. The AFGE triennial convention is taking place in August in Las Vegas, NV. We’re authorized up to 6 delegates due to our membership size. There are 5 officers who are delegates by virtue of office, and 6 elected non-officer delegates. Registration has not yet been announced but in the past it was $350 per delegate for this 5-day caucus/convention. John made a motion that the Local fund 4 delegates, plus one guest officer for training purposes (to include LWOP, travel, lodging, miscellaneous/incidental expenses and registration, with the option of attendance at the Women’s Breakfast); the cost should not exceed $15,000. Ivan seconded. If we only fund 4 of our elected delegates to attend, that leaves 2 positions open for other delegates to attend at their own expense and time. Motion passed, with no nays or abstentions. Reports: A Lunch and Learn event was held at the ATSC in December for the new hire classes, attended by AFGE National Organizer Cindy Feist and a Benefits Architect representative. Several new members joined us during the presentation. The Kitsap Co Central Labor Council (CLC) reports that UFCW Local 21 announced a tentative agreement between the Harrison Hospital workers and the hospital. They had been struggling to get union recognition and healthcare to remain in Bremerton. Local 21 extends their thanks to the CLC and to all affiliates and supporters of their efforts. In our Executive Board meeting earlier today, we discussed and decided to renew our annual affiliation with the Washington State Alliance for Retired Americans. John made a motion that we accept the minutes as written and read; Ivan seconded. Motion passed. Ivan moved to adjourn; John seconded. Motion passed.
